David Quam

Director of Federal Relations

David Quam is the Director of the Office of Federal Relations at the National Governors Association. Quam heads the department that manages the association's legal and advocacy processes; and analyzes federal legislative, judicial and regulatory actions that impact states. He works closely with governors' Washington, DC representatives and NGA's standing committees to advance the association's legislative priorities.
