Fred Thompson
Independent Consultant
Fred Thompson is an independent consultant living in Arlington, VA. Mr. Thompson serves as an Advisory Fellow to the CISCO Internet Business Solutions Group. He supports industry and government organizations in efforts to improve the performance of government and improve the service that government provides to citizens. Through a 35 year career he has supported government and provided thought leadership as a federal employee, as a business executive and as a not-for-profit executive.
Prior to his independent practice, Mr. Thompson served as both Vice President for Management and Technology and Vice President for Leadership at the Council for Excellence in Government. He headed the Council's prestigious Excellence in Government Fellows Program which prepares government managers for broader leadership responsibility. He also led efforts to bring best business practice to Government in program management, technology, human capital, financial management and acquisition. In his previous position, Mr. Thompson was the e-Government Practice Director with Unisys U.S. Federal Government Group. He served as program manager for the Unisys 5-year $60 million performance-based infrastructure support contract for the Executive Office of the President. Prior to joining Unisys, Mr. Thompson was served in a variety of leadership positions in the U.S. Department of the Treasury and the Internal Revenue Service. At the Treasury Department he played a key role in developing and leading the Federal CIO Council human capital strategy to improve the recruitment, retention, development and compensation of federal information technology professionals. At the Internal Revenue Service he served as the government program manager for the $1.4 billion Treasury-wide IT infrastructure support and integration contract and led numerous IT equipment and service acquisitions (totaling over $1 billion) for many elements of the IRS. He also led efforts at the IRS to expand the role of technology and distance learning in developing IT skills for its employees. He began his career at the U.S. Office of Personnel Management. There, he led multiple successful efforts to contract for the replacement of OPM computer systems supporting general processing, personnel management investigations and the Civil Service Retirement System.
Fred was twice honored with the Federal Computer Week FED 100 award and received four recognition awards from the Federal CIO Council. He also received the Industry Advisory Council leadership award. He holds a degree in Commerce from the University of Virginia, and an M.B.A. in Information Systems Management from George Washington University.
