Computer Security Congressional Constituent Outreach Toolkit

This CD-Rom contains sample documents and materials to help congressional offices reach out to and educate constituents about making their home computers more secure. The Department of Homeland Security, the Federal Trade Commission, and myriad computer experts are urging Americans to secure their home computers to prevent national cyber attacks and to protect their own sensitive computer files. Properly securing home computers not only can prevent loss of sensitive computer files but also serve national security interests. The materials in these packets can be used to respond to constituent mail, in general mailings, on Web sites and at events hosted by (or appearances made by) the Member of Congress in his/her home state.

The Congressional Internet Caucus Advisory Committee urges you to use the enclosed materials to either reach out to your constituents through district press releases, general mailings, Web site services, town hall meetings and through constituent response letters on computer security-related inquiries. Since October 26, 2003 is National Cyber Security Day your office efforts will be very timely (Note: We have enclosed a sample press release that can assist your office's Cyber Security Day efforts). Enclosed in the CD-Rom you will find:

  1. Press Release: Generic release announcing your Members' cyber security efforts on Cyber Security Day.
  2. Web Site Material: HTML code listing basic cyber security tips for home computer users.
  3. Constituent Letters: Sample constituent letters responding to questions about security issues such as viruses, worms, and hackers.
  4. Newsletter Materials: Includes both a short article on basic computer security tips for your existing office newsletter and a full-length newsletter on several issues including computer security, spam, privacy and children's online safety.
  5. Town Hall Meeting Materials: Brochures from the GetNetWise campaign and educational materials from the Federal Trade Commission can be used to produce any district town hall meeting on computer safety and security.
