The Congressional Internet Caucus Advisory Committee has compiled a Legislative Briefing Compendium on the electronic surveillance measures to combat terrorism currently under consideration. This compendium contains many resources that will help you as you deliberate the various legislative proposals. The compendium contains legislative analyses by various law firms, civil liberties organizations and industry groups. It also contains many of the pieces of legislation that have been introduced as well as some helpful "redline" compilations that show how the bills would change existing law. The Compendium is broken in six sections: 1) General Issue Analyses and Perspectives; 2) Title III, including changes in Title I, subtitle A of the Administration's bill; 3) FISA, including changes in Title I, subtitle B of the Administration's bill, 4) Pen Register and Trap & Trace devices; 5) Encryption; and 6) General Resources and Legislation.
In addition, this Compendium also contains the Video of the Internet Caucus E-Surveillance and Anti-terrorism briefing on October 2, 2001 featuring Viet Dihn (USDOJ), John Podesta (Georgetown Law), James Dempsey (CDT) and Bruce Heiman (ACP). The event also featured comments from Internet Caucus Co-Chairs Senator Conrad Burns and Congressmen Goodlatte and Boucher. This Compendium and the Briefing were put together at the recommendation of the Internet Caucus Co-Chairs.
