Program Summary
Internet Caucus Co-Chairs Senator Burns and Congressmen Goodlatte and Boucher made introductory remarks followed by a balanced panel of experts who summarized the current state of the U.S. government's surveillance authority in the areas of 1) Title III -- authority to intercept in real-time the content of communications, 2) ECPA -- authority to access stored communications, 3) FISA -- international surveillance and 4) Pen Register/Trap & Trace -- authority to monitor in real-time dialing or signaling. The panel then explored recent legislative proposals for changing existing law enforcement authority for communications surveillance. Presentations were followed by audience Q&A. The panel included:
Viet Dinh: Assistant Attorney General for Legal Policy, United State Department of Justice.
John Podesta: Law professor at Georgetown University, served as President Clinton's chief of staff. From 1981-1986, Mr. Podesta served as minority counsel to the Senate subcommittee on security and terrorism.
James Dempsey: Deputy Director, Center for Democracy and Technology. From 1985 to 1994, Mr. Dempsey served as assistant counsel to the House Judiciary Subcommittee on Civil and Constitutional Rights.
Bruce Heiman: Partner, Preston Gates Ellis & Rouvelas Meeds, LLP. Mr. Heiman also serves as Executive Director of Americans for Computer Privacy
This event is hosted by the Congressional Internet Caucus Advisory Committee in conjunction with the Internet Caucus and its co-chairs, Senators Leahy and Burns and Congressmen Goodlatte and Boucher.
