Peter Swire, Professor, Moritz College of Law of the Ohio State University

Peter P. Swire brings an unparalleled knowledge of information privacy and the law of cyberspace. Special areas of expertise include medical privacy; financial privacy, including credit reporting; cybersecurity; wiretap and surveillance law, including under the USA-PATRIOT Act; and information rules for federal agencies. Professor Swire counseled major financial services organizations on compliance with financial privacy regulations under the Gramm-Leach-Bliley Act, the Fair Credit Reporting Act, and related laws. He also works with the software industry on privacy, security, products liability, and other issues arising from cutting-edge software products.

From 1999 until early 2001, Professor Swire served as Chief Counselor for Privacy in the U.S. Office of Management and Budget, where he coordinated Administration policy on public- and private-sector uses of personal information. He was the White House coordinator for the HIPAA medical privacy rules, chaired a White House Working Group on how to update surveillance laws for the Internet Age, and served on the White House Electronic Commerce Working Group.

Professor Swire is a prolific author of books and academic publications. He teaches courses on the Law of Cybersecurity, has published extensively on the USA-PATRIOT Act and the Foreign Intelligence Surveillance Act, and testified before the House Judiciary Committee on privacy issues and the Homeland Security Department. He also testified before the House Financial Services Committee on reauthorization of the FCRA, and testified before regulatory agencies on implementation of the new FACT Act on medical privacy and other issues. For the Markle Foundation, he served as an expert for the 'Connecting For Health' Report on how to implement the next generation of electronic medical records consistent with security and privacy. He is Professor of Law at the Moritz College of Law at the Ohio State University, is a resident of the D.C. area, and is Director of that school's Washington D.C. program.
